Position Overview
The MUD Bookkeeping Lead is a senior-level accounting professional responsible for overseeing bookkeeping and financial reporting for a portfolio of Municipal Utility District clients. This role includes leadership of internal staff, oversight of financial accuracy and compliance, and direct interaction with district boards.
A key component of this position is the ability to attend, present at, and lead district board meetings, serving as the financial representative for the district and confidently addressing questions related to financial statements, budgets, investments, debt service, and compliance matters.
This role is ideal for someone who combines strong technical accounting expertise with polished communication and leadership skills.
Key Responsibilities
Portfolio & Financial Oversight

- Oversee bookkeeping and accounting for multiple MUD clients.
- Review and approve general ledger activity, journal entries, reconciliations, and fund accounting records.
- Ensure timely and accurate preparation of monthly financial statements.
- Monitor fund balances, debt service schedules, capital expenditures, and investment activity.
- Maintain compliance with GASB standards and district reporting requirements.
District Board Meeting Leadership

- Attend monthly or regularly scheduled district board meetings (evening attendance required as applicable).
- Prepare board-ready financial reports and presentation materials.
- Present financial statements, budget updates, investment reports, and other fiscal matters.
- Respond to board member’s questions with clarity and confidence.
- Serve as the primary financial liaison between the district board and abip.
- Coordinate with attorneys, engineers, tax assessors, bond counsel, and auditors during meetings as needed.
Regulatory & Audit Support

- Oversee preparation of audit schedules and support external auditors.
- Ensure compliance with TCEQ and other regulatory reporting requirements.
- Assist with bond-related reporting and trustee communications.
Leadership & Team Development

- Supervise and mentor MUD bookkeeping staff.
- Review work for accuracy and compliance.
- Train team members in fund accounting and district-specific procedures.
- Improve workflows and internal controls within the MUD group.
Process & Quality Control

- Identify opportunities for efficiency and process improvement.
- Maintain consistent documentation standards across client engagements.
- Implement best practices to support high-quality, transparent reporting.
Qualifications
Required
-
- Bachelor’s degree in accounting or related field.
- 5+ years of accounting or bookkeeping experience.
- Strong knowledge of governmental or fund accounting.
- Advanced Excel proficiency.
- Excellent written and verbal communication skills.
- Ability to confidently present financial information to boards and external stakeholders.
Preferred

- Experience working with Municipal Utility Districts or other special-purpose governmental entities.
- CPA license or actively pursuing.
- Experience attending and presenting at board meetings.
- Familiarity with Texas MUD compliance and reporting requirements.
