abip CPAs & Advisors, through its specialized MUD group originally developed by McLennan & Associates, provides accounting, bookkeeping, investment oversight, and financial reporting services to Municipal Utility Districts (MUDs) and related governmental entities (e.g., WCIDs, LIDs, FWSDs, ESDs). The team applies best-practice accounting approaches tailored to the compliance and reporting needs of public special-purpose governments.

Position Overview

The MUD Bookkeeper is responsible for maintaining accurate financial records and supporting compliance, reporting, and administrative functions for one or more Municipal Utility District clients. This role requires strong organizational skills, familiarity with public sector accounting principles, and the ability to work with both internal staff and client boards.

This position is ideal for someone with bookkeeping experience and a basic understanding of governmental financial operations.

Key Responsibilities

Financial Record Keeping & Accounting

    • Prepare and maintain general ledgers, journals, and financial records for multiple Municipal Utility District clients.
    • Record financial transactions: receipts, disbursements, capital expenditures, and debt service activities.
    • Reconcile bank accounts, debt service accounts, and investment accounts regularly.
    • Assist in preparation of monthly, quarterly, and annual financial reports.

Billings & Revenue Tracking

    • Support billing and collection activities for water, sewer, and district services (where applicable).
    • Ensure accuracy in recording charges for services, property tax collections, and other revenues.

Compliance & Reporting

    • Prepare financial information to support compliance reporting with the Texas Commission on Environmental Quality (TCEQ), bond trustees, and auditors.
    • Compile schedules, supporting documentation, and analysis necessary for audits and board reviews.
    • Assist with property tax and debt service reporting requirements specific to MUDs.

Administrative & Clerical Support

    • Provide customer support functions such as responding to inquiries, preparing reports for board meetings, and maintaining organized documentation.
    • Process accounts payable, vendor invoices, payroll support (if included), and ensure timely payments.
    • Prepare daily deposits and process payments according to client policies.

Qualifications

Required

    • Associate or bachelor’s degree in accounting, finance, or related field preferred.
    • Proven experience in bookkeeping or accounting roles (government or utility accounting desirable).
    • Strong accounting fundamentals (journal entries, reconciliations, reporting).
    • Proficiency in accounting software and Microsoft Office (Excel required).
    • Good organizational skills with high attention to detail.

Preferred

    • Experience working with Municipal Utility Districts, special-purpose governments, or public entities.
    • Familiarity with governmental accounting standards (GASB) and fund accounting terminology.
